(1) The 2019 High-Level Forum on Modern Forestry and Grassland Industry Development was grandly held in Beijing

On November 25, 2019, the 2019 High-Level Forum on Modern Forest and Grassland Industry Development organized by the Chinese Society of Forestry was grandly held in Beijing, with the theme of Implementing the New Development Concept and Promoting the High-Quality Development of Forestry and Grassland Industry.

The 15th Forestry Youth Science and Technology Awards were presented on this forum. On this forum, experts from the Chinese Academy of Engineering, the Rural Development Institute of the Chinese Academy of Social Sciences, the Chinese Academy of Forestry, and China Agricultural University focused on the thinking about the development of forestry characteristic resources processing and utilization industry to give full play to the multifunctional role of forestry in rural revitalization, and aim to realize multi-objective management of man-made forest ecosystems of ecosystem services - the implementation of ecosystem management to improve ecosystem services, as well as make special reports on key technologies and mechanisms for improving the productivity of degraded grasslands, etc. Special seminars were also held on “Changing development concepts and improving the quality of scientific afforestation and greening” and “Ten forest and grass science and ten technical engineering issues.

More than 150 people participated in the forum, including leaders and experts from various departments and directly affiliated institutions of the National Forestry and Grassland Administration, branches of the Chinese Society of Forestry (professional committees), forestry colleges and universities, scientific research institutes and other units, and representatives of the winners of the 15th Forestry Youth Science and Technology Awards. Representatives of nearly 20 media such as Xinhua News Agency, Guangming Daily, China Green Times, people.cn and www.chinanews.com also attended the forum.

This forum is a forestry science and technology gathering held in a period when the spirit of the Fourth Plenary Session of the 19th Central Committee of the CPC was thoroughly studied and implemented and the development of the “14th Five-Year Plan” was planned throughout the country. The forum had a high level, large scale, wonderful reporting, and fruitful results, and aroused good social response.

(2) The Chinese Society of Forestry launched the solicitation activity for “Top Ten Forest and Grass Science Problems and Technical Engineering Difficulties”

In order to deeply implement the innovation-driven development strategy, focus on the current major scientific and technological issues that affect the high-quality development of the forest and grass industry, have a foresight on the planning and layout of the technology field and direction of the forest and grass industry, and provide decision-making reference for promoting the development of China’s forest and grass technology innovation, the Chinese Society of Forestry launched the solicitation activity for “Top Ten Forest and Grass Science Problems and Technical Engineering Difficulties” in June 2019.

After extensive solicitation, a total of nearly 90 kinds of problems and difficulties were received. On October 12, the Chinese Society of Forestry held an expert consultation meeting on the solicitation of “Top Ten Forest and Grass Science Problems and Technical Engineering Difficulties” in Beijing. Jiang Jianchun, academician of the Chinese Academy of Engineering, Hao Yujun, Director of the Science and Technology Department of the National Forestry and Grassland Administration, Liu Shirong, President of the Chinese Academy of Forestry, Chen Xinliang, Vice Chairman and Secretary-General of the Chinese Society of Forestry and other well-known experts in various fields of China’s forest and grass industry participated in the meeting, totaling more than 30 participants. The solicitation principles, standards and supplementary solicitations were discussed on this meeting.

After many expert consultation and discussion meetings to condense the problems and difficulties solicited, 10 “major forest and grass science problems” and 10 “technical difficulties in forest and grass engineering” have been initially identified. After going through the relevant procedures, the Chinese Society of Forestry will make open the finalized problems and difficulties to the public.

(3) The Recommendations of Forestry Experts actively serve the high-level decision of forestry and grassland

The Recommendations of Forestry Experts (internal publication) is an important platform for Chinese Forestry Think Tank to actively serve the high-level decision of forestry and grassland in China. Expert opinions and recommendations were formed mainly in the form of surveys and contribution solicitation on major issues concerning forestry and grassland reform and development in China, making suggestions for the development of the country’s forestry and grassland undertakings..

Since its first issue in 2014, this publication has nearly 30 issues concerning expert recommendations on “forestry governance system and modernization of governance capacity”, “protection of ancient and famous trees”, “cultivation of new forestry management entities”, “forestry tax reform”, “conservation of natural forests”, “improved varieties of forest trees”, “institutional transaction costs of plantation management”, “forestry cultural heritage”, “scientific afforestation”, “ecological environmental protection and ecosystem governance in Guangdong-Hong Kong-Macao Greater Bay Area” and other major issues concerning the reform and development of the forest and grass industry. Many recommendations have been adopted by the leaders of the National Forestry and Grassland Administration, and have played an important role in promoting the reform and development of the forestry and grass industry in China.

(4) The Chinese Society of Forestry carried out research on the legislation for the protection of ancient and famous trees

From October to December 2019, the Chinese Society of Forestry organized experts to go to Jilin, Qinghai, Sichuan and other provinces to carry out special research on “Legislation for Protection of Ancient and Famous Trees”. Professor Shen Yingbai from Beijing Forestry University, Professor Fang Yanming and Professor Zhang Hongxiao from Nanjing Forestry University, Professor Kang Yongxiang from Northwest A&F University and Secretary Yu Dongbo from Jiangxi Academy of Forestry and other experts participated in this research activity.

The research group learned in detail the protection and legislation status of ancient and famous trees in various provinces, visited the protection site of ancient and famous trees, and held special symposiums and seminars, which set a good foundation for the protection of ancient and famous trees.

On December 16, the Chinese Society of Forestry organized an expert consultation meeting on “Legislation for Protection of Ancient and Famous Trees”, which was attended by the directors of the Department of Ecology of the National Forestry and Grassland Administration, the Office of the National Greening Committee and the greening committees of some provinces, regions and cities and related experts. The importance, basis and key and difficult issues concerning the legislation for the protection of ancient and famous trees were discussed on the meeting, laying a solid foundation for the smooth progress of the project.

The project team would draft and improve the research report and the Regulations on the Protection of Ancient and Famous Trees (revised draft) based on the results of field research and expert consultation meeting.

(5) The Chinese Society of Forestry went to Liangshan Prefecture, Sichuan, to carry out special research on economic fruit tree industry and targeted poverty alleviation

From July 18th to 22nd, Liu Hesheng, Deputy Secretary-General of the Chinese Society of Forestry, led a team to conduct special research on economic fruit tree industry and targeted poverty alleviation in Meigu County and Yanyuan County, Liangshan Prefecture, Sichuan. A total of 6 experts in walnut, Sichuan pepper and forestry policy participated in the research, including researcher Pei Dong, Chief Expert from the Research Institute of Forestry Chinese Academy of Forestry.

The research team collected extensive materials related to the development of the local economic fruit tree industry, and held seminars in two counties respectively to learn more about the development status of the local economic fruit tree industry, the driving of farmers out of poverty, and the existing problems and policy needs, visited walnut, Sichuan pepper and other characteristic economic economic fruit tree industry cooperatives and large farmers, and conducted interviews with farmers. The research team would understand in detail the effectiveness and problems of the economic fruit tree industry in targeted poverty alleviation, and provide policy references for promoting the role of economic fruit tree and other characteristic forest industries in the targeted poverty alleviation.

(6) The Chinese Society of Forestry Natural and Cultural Heritage Branch Founding Conference and Symposium was held in Beijing

On May 29, 2019, the Chinese Society of Forestry Natural and Cultural Heritage Branch Founding Conference and Symposium was held in Beijing. Zhao Shucong, former Chief of the State Forestry Administration and President of the Chinese Society of Forestry, attended the conference and inaugurated the branch. Zhang Shougong, Deputy Director of the NPC Environmental and Resources Committee and academician of the Chinese Academy of Engineering, and Chen Xingliang, Vice President and Secretary General of the Chinese Society of Forestry, attended the conference. More than 100 experts in the field of natural and cultural heritage protection research and representatives of the management of natural heritage sites from Peking University, Chinese Academy of Sciences, Nanjing University, Beijing Forestry University and other universities and research institutes attended the conference.

Chen Xingliang, Vice President and Secretary General of the Chinese Society of Forestry, put forward four expectations for the Branch: first, broadly gather forces in the field of research on and protection of natural and cultural heritage; second, actively carry out academic exchanges and promote innovation in forestry science and technology; third, give full play to the functions of the Think Tank to serve the cause of heritage protection; fourth, widely carry out science popularization and raise public awareness of protection.

The members of the first session of committee of Natural and Cultural Heritage Branch of Chinese Society of Forestry were selected at the conference. Academician Zhang Shougong was elected Chairman of the first session of committee, and Chen Xingliang, Liu Yuan, Shao Quanxi, Liu Hesheng, Min Qingwen, Chen Yaohua, Lei Guangchun, Wang Quanquan, Yang Rui, Zhu Chunquan and Liu Jinlong were elected vice chairmen. Liu Hesheng was elected Secretary General of the Branch.

Academician Zhang Shougong, the newly elected Chairman of the first session of committee, delivered a speech. He expressed that he would live up to people’s expectations and earnestly perform his duties by relying on the committee members and uniting the majority of branch members and scientific and technological workers engaged in the protection of natural and cultural heritage, so as to jointly do a good job in the Branch and contribute to the protection of China’s natural and cultural heritage.

An expert report meeting was also held during the conference. Researcher Zhu Chunquan, the chief representative of IUCN China, gave a report on “World Natural and Cultural Heritage Protection and Human Health and Well-being”. Associate Professor Chen Yaohua, Deputy Secretary of the College of Urban and Environmental Sciences at Peking University, gave a report on “Cultural and Natural Heritage”. Researcher Fan Baomin, Director of the Forestry History and Ecological Culture Research Office of the Chinese Academy of Forestry Science and Information Institute, gave a report on “Thinking of Actively Promoting the Protection of Forestry Cultural Heritage”.
